PSS data migration (Passive Noise Protection) at Cologne/Bonn Airport

 

Since 1971 the law on the protection of aircraft noise (FluLärmG) governs the protection of the community and neighbourhood from dangers, significant damage and significant stress due to aircraft noise, which is currently in force in the new publication dated 31.10.2007.

Nationwide 792 million Euros were spent on noise protection by German commercial airports from 1975 to 2012, according to the announcement by the German Airports Association, 542 million Euros of which was allotted to passive noise protection.

In the past two decades, Cologne Bonn Airport has carried out more than 20,000 projects for improving noise protection in residential areas affected by aircraft noise. Within the framework of a noise protection project, Cologne Bonn Airport checked the requirements and technical possibilities for noise protection of the housing units affected, provided specifications for the structural noise protection measures, provided support for the implementation and subsequently the costs incurred were met by the airport.

In order to be able to support the citizens affected faster and more efficiently in the application for noise protection measures and in order to simplify the internal workflow management while taking the highest requirements of audit security into consideration, Cologne Bonn Airport has now introduced the eControl PSS software module.

In the course of the current data migration carried out, the application data and the processing progress were provided in digital form. In addition large amounts of data were delivered in the form of invoicing, payment and payee information.

Cologne Bonn Airport uses the graphic information system g.on aimPort GIS by the software manufacturer g.on experience GmbH from Munster/Westphalia, which provides cadastral data, sociocultural data and information on the location, shape, orientation and size of buildings in the area surrounding Cologne Bonn Airport.

In cooperation with g.on experience GmbH, the software products g.on aimPort GIS and PSS eControl software module were combined. The aimPort – cadastral data is consulted for applications and for checking the basis of claims – at the press of a button a building can now be visualised during the processing of a noise protection record in eControl on an appropriate map section.

In the course of the data migration, Arconda Systems AG carried out cleansing and validation of the database provided by the customer, thereby guaranteeing long-term usability of this database and facilitating cost analyses, cost forecasts and area analyses with maximum statistical significance.

Arconda Systems and the DAVVL e.V. (German Bird Strike Committee) adopt data exchange format with Lufthansa and AirBerlin

 

According to §1.420 EU OPS, bird strikes are occurrences which must be notified to the Federal Office of Civil Aeronautics (LBA). The sovereign task of monitoring all the activities of preventing bird strikes was delegated to DAVVL by decree of the BMVI (Federal Ministry of Transport and Digital Infrastructure).

The adopted data exchange format is used for the continuous digital delivery of bird strike information from the cockpit to the central DAVVL eControl database. In eControl the airline information is summarised and assessed through enhancement with additional information sources. The digital exchange format is modelled in terms of content on the requirements of the ICAO (International Civil Aviation Organization) and EASA (European Aviation Safety Agency).

An implementation as a modern and universal webservice guarantees that the data exchange interface is used reliably irrespective of the systems used by the airlines. The DAVVL is relieved from the labour-intensive activity of transferring several paper-based reporting formats, meaning the airlines can fully automate the reporting process. Speeding up the reporting process facilitates research activity and contributes to further improvement of the DAVVL database which has been maintained for decades and consequently to the continuous improvement of air traffic safety.

Data migration for the Training and Qualifications Management System (TQMS) at Nuremberg Airport

 

The introduction of an integrated training management system usually accompanies the transfer of the current state of training activities at the time of system installation. eControl allows a gradual start-up for individual departments or qualifications, in order to embrace practical and staff resources.

The data to be transferred should be supplied digitally, whereby our consultants have a wide range of processes for the consolidation of various data processes (databases, MS Excel files, other lists) for a consistent overall database.

With the existing upload of training data in the Training and Qualifications Management System (TQMS), staff master data, qualification events and participation were processed in terms of currently assigned qualifications. With the data transfer, all management functions are available with immediate effect for the departments for the verification, upkeep and improvement of qualification levels.

DAVVL Data migration

 

Arconda Systems AG has expanded the eControl DAVVL (German Bird Strike Committee) bird strike database for all bird strikes which were reported between 2000-2008 by German airlines and airports. The DAVVL and the majority of German commercial airports use the eControl system for the prevention of bird strikes in air traffic and the ongoing minimisation of bird strike rates.

The “Bird Control” software module provides scientifically appropriate data structures for these avifaunistic topics and risk analyses. With the expansion of the scientific database, the statistical value for a variety of issues has been improved, for which there would be insufficient empirical data available without the migrated database.

Furthermore there is now the possibility of detecting trends based on the correlations for the additional analysis period available.

Arconda Systems AG has merged datasets from various databases, cleaned them and adapted them to the current DAVVL reporting procedure.

In doing so the DAVVL ensures that the extensive research and investigations carried out in the past will be available for long-term analysis.

From Release 3.3.4 seamless integration of departments in training operations

 

From Version 3.3.4, the Training and Qualifications Management System (TQMS) has had software instruments for the organisational integration of departments in in-house training. This delegation has been a reliable tool for the medical sector for some time, making best use of scarce human resources on an organisational and economical level.

eControl is used beyond the aviation sector in regulated areas, which are constantly facing increased qualification level requirements for their employees. Several advantages have come with the possible partial delegation of training, from version 3.3.4. onwards.

Very specialised training can or should be carried out by the respective department. These qualification events are often a matter of training which require very specific know-how or entail operational constraints, because equipment is used which is required productively apart from training purposes. Delegation to departments can minimise operational disturbances through good planning and reduce direct and indirect costs.

Training capacity can generally be expanded through the integration of departments in training operations and adapted to the company’s training requirements. For selective access to qualifications, events, attendances and other personal data, all necessary organisational and data protection provisions have been made since version 3.3.4.

With eControl every department user can be granted specific administration rights to individual qualifications. These business administrators can then arrange qualification events themselves, and set implementation dates and locations as well as course strengths. The role of the business administrators extends from the invitation, to the qualification – final test if necessary – to printing participant certificates. From ascertaining the training requirement to printing out the sign-up sheets, the necessary tools are available specifically for the respective business administrator’s qualifications.

eControl guarantees the comprehensive protection of personal data and only provides the department with the information absolutely necessary for carrying out the qualification events. The software functions for integration of the specialist departments in the Training and Qualifications Management System (TQMS) are contained in the scope of work of the TQMS software module and do not incur any additional licence costs.
